Base for the Welcome to Estonia pattern is a stylized cornflower. Composing this according to the rules of use the Welcome to Estonia pattern is created. The symbol of cornflower could be rotated in applications, but never deformed.
The pattern composed of the cornflowers has to be clear and have a dynamic effect. You cannot pile the cornflowers up too much.
To add dynamism and depth some of the cornflowers can be brought visually farther making them blurry.
Gradient and rays of light
Part of the Welcome to Estonia pattern is the colour gradient with rays of light.
The rays of light cannot dominate. Rather their purpose is to make the pattern more dynamic. According to the picture and context the rays can be rotated and relocated. If needed they can be omitted.
A colourful gradient has to be added to materials using the pattern with a photo or picture – for example on commercials. The gradient helps the pattern outstand better from the picture, and allows the area related colours to be used more strongly.
Usage in design
In design materials it is allowed to rotate the pattern and locate it to any chosen edge. The pattern should not be deformed and compressed. The designer should see to that the pattern has to look dynamic.

Usage in commercials
The usage of pattern in commercials is fixed. Some of the pattern has to be on the picture using the gradient and rays of light, some of it has to be colourful on white background. In extreme need the location and intensity of the pattern can be changed.
